Zoning Code, Subdivision Regulations, and Flood Damage Prevention

The village had not conducted a significant review and update of its zoning code and subdivision regulations since the 1990s and needed to bring its regulations up to current standards.

In 2021, the Village of Swanton, located in both Lucas and Fulton Counties, retained CT to undertake a comprehensive evaluation and update of the Title XV Land Usage Codes, including the zoning, subdivision, and flood damage prevention regulations.

The village had not conducted a significant review and update of its zoning code and subdivision regulations since the 1990s and needed to bring its regulations up to current standards.

In response to development pressures before this update effort, the village had adopted various regulations for Planned Unit Developments, developed an Airport Highway Overlay District, and Flood Damage Prevention in response to the Federal Emergency Management Agency’s analysis of flood hazards in the region.

CT conducted a comprehensive evaluation of the village’s existing codes to determine their suitability for being retained, modified, or deleted and presented findings to the Planning Commission (which includes the Mayor and a Council representative). The update involved developing a series of maps, including land use analysis, lot size analysis, public lands and flood hazard areas evaluation, and a draft zoning map.
