All (SS4A) Grant

UPDATE: FY24 NOFO Now Open

The fiscal year (FY) 2024 Notice of Funding Opportunity (NOFO) for Safe Streets and Roads for All grants is open. The SS4A NOFO was amended on April 16, 2024; view the amended SS4A NOFO and a summary of the updates.

The FY 2024 NOFO has multiple deadlines, depending on the grant type:

  • May 16, 2024, 5 p.m. (EDT): Sole deadline for Implementation Grants. Deadline #2 for Planning and Demonstration Grants.
  • August 29, 2024, 5 p.m. (EDT): Deadline #3 for Planning and Demonstration Grants. NOFO closes.

The first deadline was April 4, 2024; USDOT expects to announce selected Planning and Demonstration Grant awards from the first deadline in May. Also, check the What’s New in 2024 information here.

SS4A Grant Types:

  • Planning and Demonstration: To develop, complete or supplement a comprehensive safety action plan.
  • Implementation: To implement projects and strategies identified in an action plan to address a roadway safety problem.

PLANNING AND DEMONSTRATION GRANT:

  • Develop an Action Plan
    • Vision Zero Action Plans
    • Local Road Safety Plans
    • Tribal Transportation Safety Plans
  • Supplemental Safety Planning
    • Road safety audits
    • Stakeholder engagement and collaboration
    • Updating existing Action Plans
    • Developing additional, complementary safety plans
  • Demonstration Activities
    • Feasibility studies
    • Various MUTCD Engineering studies
    • Pilot programs for behavioral or operational activities
    • Pilot programs that demonstrate the safety benefits of new technologies

Selection Parameters:

  • Total count of motor vehicle-involved roadway fatalities
  • Total average annual fatality rate (per 100,000 population)
  • Total percent of the population in Underserved Communities Census Tract(s)

Checklist:

  • Gather the above-mentioned data
  • Complete the standard forms: SF-424, SF-424A, SF-424B, and SF-LLL
  • Write a narrative no longer than two pages
  • Create map that shows the location of the jurisdiction and highlights the roadway network
  • If applicable, list the demonstration or supplemental planning activities
  • If applicable, gather information on joint applicants
  • If appliable, gather information on alternative fatality data
  • Complete a budget narrative

IMPLEMENTATION GRANT

Eligible Activities:

  • Activities must include carrying out projects and strategies in an Action Plan
  • Activities must be directly related to addressing safety problem(s) identified in an Action Plan
  • Activities may include planning, design, and development activities for specific projects and strategies
  • Activities may include supplemental planning and/or demonstration activities to inform or update an existing Action Plan

Selection Parameters

  • Save lives and reduce roadway fatalities and serious injuries
  • Incorporate equity, engagement, and collaboration into how projects and strategies are executed
  • Use effective practices and strategies
  • Consider climate change, sustainability, and economic competitiveness in project and strategy implementation
  • If the application includes supplemental planning and/or demonstration activities, USDOT will also assess whether the applicant has described the scope of work, the roadway safety issues that necessitate further Action Plan development, and how those activities will inform an Action Plan
  • Project readiness, funding to provide safety benefits for underserved communities, funding to rural areas, affiliation with a Thriving Communities network, and enhancing the diversity of award recipients

  • Complete the standard forms: SF-424, SF-424A, SF-424B, and SF-LLL
  • Write a narrative no longer than 2 pages
  • Create map that shows the location of the jurisdiction and highlights the roadway network
  • If applicable, list the demonstration or supplemental planning activities
  • Provide the Action Plan
  • Provide Detailed Budget
