Jim is a seasoned municipal executive with more than 15 years
of experience. Under his leadership as City Manager for Conneaut, Ohio, he attained over $60 million in grant funding for various transformational and community development projects. Additionally, Jim enjoys challenging private development work in which he deployed various local development tools, including TIF, ESID (PACE), CRA, Enterprise Zone, Landbanks, and TIDs.

Jim has a valuable knowledge base in municipal operations, including public safety, police, fire, EMS, municipal code, water, water distribution, wastewater, wastewater collection, public works, public health, and finance.

With experience in planning and development in both the public and private sectors, Alisa has developed expertise in community development, project management, zoning ordinance development, and site plan analysis. She has public and private planning experience in California, Michigan, Virginia, Ohio, and North Carolina.

Alisa specializes in developing planning policies and new and amended zoning regulations with a keen understanding of best practices that are appropriate to meet the client’s needs.

Because of Alisa’s deep experience in multiple municipalities, she understands that regulations and standards must be drafted with an eye toward effective administration.

Sarah is a skilled planner with a strong urban and regional planning and design background. After completing her education, she worked for Ashtabula County, where she rose to the position of Assistant Director of Planning and Development.

Sarah specializes in comprehensive planning, community engagement, and data visualization. She effectively communicates complex information using tools like ArcGIS Pro and Adobe Suite. Her expertise includes community visioning, township zoning assistance, and managing community development grants such as CHIP and CDBG. Sarah has led significant initiatives, including securing nearly $1 million in the Lead Safe Ohio Program funding.
